Artist’s Rendering of the Building at 6th & Chestnut in Reading, PA

October 9, 2025

HDC MidAtlantic and Landis Quality Living are pleased to announce the award of $17 million dollars in Low-Income Housing Tax Credit (LIHTC) funding to support the development of new affordable housing for older adults with lower incomes. Named Cornerstone at 6th & Chestnut, the joint effort will revitalize a blighted industrial building in downtown Reading into 46 affordable apartments for adults aged 62 and older. It will offer apartments and amenities including a community room with kitchen, onsite management, and maintenance services—all supporting aging in place with dignity and community.

This initiative builds on the success of the organizations’ decade-long partnership at Mountain View Terrace, a thriving community near New Holland, PA.

“These dollars will support more than bricks and sticks – they will support livelihoods and brighter futures for our neighbors,” said Dana Hanchin, President and CEO of HDC MidAtlantic. She continued, “In 2024, HDC received a $1 million Local Share Account (LSA) award from the Pennsylvania Department of Community and Economic Development, with support from State Senator Schwank and State Representative Guzman. Combined with $1.5 million in City HOME funding and a $500,000 Santander grant, this project is made possible through strong collaboration.”

“HDC is especially grateful to Funk Construction for serving as an instrumental partner in the development. This project highlights the power of great partners coming together to get things done, ” said Hanchin.

“This funding represents a significant milestone in our shared mission to provide high-quality, affordable housing for seniors,” said Evon Bergey, Executive Director of Landis Quality Living. “We’re excited to continue our partnership with HDC MidAtlantic to expand housing options that support aging with dignity. We are excited to continue creating communities where older adults of all income levels can thrive—physically, emotionally, and spiritually.”

Ed Kaminski, Director of Real Estate Development for Landis Communities, highlighted the importance of the funding to the creation of these apartments. “The LIHTC funding, awarded through the Pennsylvania Housing Finance Agency (PHFA), makes it possible to create a new residential community designed to meet the evolving needs of older adults in Reading.”
